The County of Contra Costa (“County”), through its Capital Projects Management Division of the Public Works Department, hereby gives notice it is issuing a Request for Qualifications (RFQ) for design-build services for the Sherman Recovery Center Project (“Project”) and that the County has determined that all Design-Build Entities (“Design-Builder”) must be prequalified.

Project Description: The SR4BA intends to retain a qualified and committed professional engineering firm/team to provide services required for the preparation and completion of PS&E for the Vasco Road – Phase 2 Project. The selected consultant will work closely with SR4BA, as well as Contra Costa County. The PS&E for this project is funded with regional and local funds. It will be necessary for this project to acquire property rights. The project environmental documents have been completed but will need to be reviewed to ensure they are still adequate. The consultant will be required to produce a bid ready contract, specifications, and plans.

The project includes one building with a total of 11,803 SF to demolish and replace several electrical systems. The existing main switchboard will be replaced with a 600A switchboard to accommodate the lighting changes and provide capacity for future electrical services. The interior lighting system will either be retrofit or new light fixtures with energy efficient light emitting diode (LED) bulbs will be installed. In addition, new power outlets will be installed on the main library floor for public use. Lastly, the installation of power outlets triggers accessibility improvements for the building which includes accessible parking re-location, path of travel improvements from the parking lot to the main entrance, and public restroom upgrades.

The project includes but is not limited to the replacement of three chillers and their related water pumps within the chiller plant. The chiller work also requires rerouting of piping within the chiller plant replacement and relocation of the chilled water expansion tank and installation of a new refrigerant leak detection system. All work will be phased in sequence to allow continuous operation of the facility in conjunction with. the furnish, installation & maintenance of an interim chiller and generator on site. To connect the inttirim equipment with the building mechanical and electrical systems, temporary connections and supports will be installed at the exterior of the building extending to the identified points of connection on the mechanical and electrical drawings within the building. All interim and tempora1y equipment and support systems are to be removed at project completion with the site and building restored to their original condition· refer to the drawings sheet notes and specifications for additional information. Bidders shall carefully review the phasing / sequencing requirements in the Contract Documents, including Exhibit A - Abbreviated Functional Program.

This Advertisement for bids is for the award of four separate Job Order Contracts (JOCs). A JOC is a competitively bid, Unit Price, indefinite quantity contract that is awarded to a Prime Contractor. Once awarded, work is accomplished through the issuance of individual Job Orders. Job Order Contracts 028, 029, 030 & 031, awarded under this solicitation will each have a Minimum Contract Value of $25,000 and a Maximum Contract Value of $6,210,000. The County reserves the right to issue Job Orders totaling less than the Maximum Contract Value. Each contract will be for a term of 12 months.

The work to be done generally consists of centerline striping removal, installing centerline rumble strip, centerline striping, and channelizer placement along portions of Vasco Road between the intersection with Walnut Boulevard and the Frisk Creek Bridge in eastern Contra Costa County. The work also includes replacing the signal heads and installing backplates with retroreflective edges and installation of battery back-up systems at the intersections of Vasco Road and Walnut Boulevard, and Vasco Road and Camino Diablo.

General work description: The work to be done generally consists of grinding existing asphalt concrete pavement, crack sealing and repaving within the Buchanan Field Airport in the Concord Area.

The work to be done generally consists of repairing an embankment failure by excavating slide debris, constructing a solider pile retaining wall, rebuilding the embankment with lightweight cellular concrete fill, replacing the cross culvert drainage system, reconstructing roadway surface, completing associated site grading, installing railings, and installing erosion control measures.

General work description: The work to be done generally consists of installing a prefabricated Debris Separating Baffle Box (DSBB) on Flora Avenue in the Saranap area. Work includes temporary water diversion and dewatering, roadway and structure excavation, temporary shoring, installation of DSBB unit, and reconstruction of roadway.
