The Project consists of the retrofit and adaptive reuse of an existing one-story, wood-framed building to create a 46-bed MHRC facility including new care suites, sleeping rooms, medical and wellness spaces, staff offices, as well as recreational and dining areas. The construction consists of hazardous material abatement, selective demolition, structural seismic upgrades, interior and exterior remodel and replacement of all MEP systems. Scope also includes upgrading commercial kitchen, installation of new fire protection, security, and access control systems, and providing new doors, windows, finishes, and anti-ligature fixtures throughout. Site improvements include new accessible entries, parking and path of travel upgrades, landscape enhancements, C3 bioretention planters, new covered patios, trash enclosure and emergency generator installation.

The training tower has already been purchased by Contra Costa County and will be delivered FOB to the jobsite. Construction will occur on the Contra Costa County Sheriff’s Facility property.

It will be necessary for this project to acquire property rights. The project environmental documents have been completed but will need to be reviewed to ensure they are still adequate. The consultant will be required to produce a bid ready contract, specifications, and plans.

The project includes one building with a total of 11,803 SF to demolish and replace several electrical systems. The existing main switchboard will be replaced with a 600A switchboard to accommodate the lighting changes and provide capacity for future electrical services. The interior lighting system will either be retrofit or new light fixtures with energy efficient light emitting diode (LED) bulbs will be installed. In addition, new power outlets will be installed on the main library floor for public use. Lastly, the installation of power outlets triggers accessibility improvements for the building which includes accessible parking re-location, path of travel improvements from the parking lot to the main entrance, and public restroom upgrades.

Chiller Replacement Project

The project includes but is not limited to the replacement of three chillers and their related water pumps within the chiller plant. The chiller work also requires rerouting of piping within the chiller plant replacement and relocation of the chilled water expansion tank and installation of a new refrigerant leak detection system. All work will be phased in sequence to allow continuous operation of the facility in conjunction with. the furnish, installation & maintenance of an interim chiller and generator on site. To connect the inttirim equipment with the building mechanical and electrical systems, temporary connections and supports will be installed at the exterior of the building extending to the identified points of connection on the mechanical and electrical drawings within the building. All interim and tempora1y equipment and support systems are to be removed at project completion with the site and building restored to their original condition· refer to the drawings sheet notes and specifications for additional information. Bidders shall carefully review the phasing / sequencing requirements in the Contract Documents, including Exhibit A - Abbreviated Functional Program.
